Is it true, that I can get visa in Sanya airport?

We're a family of three planning to visit Hong Kong and make a short trip to Hainan from there. Finland seems to be one of the countries for visa waiver for tour groups of 5 or more. Do you know if flights from Hong Kong are considered as "international" and whether Finnish individuals could get visa upon arrival in Sanya airport?
