A whole day at Ngong Ping Buddha is to much. It is possible to do option 2, but perhaps you would spend more time on Noah's Ark. Take ferry at Central Pier No. 2 to Park Island, for Noah's Arck. Then the same way back to Central in the afternoon. There is bus 15 around Central Pier no. 5. You can take this bus to the top of the Victoria Peak directly. Then experience one way Peak Tram when going down.

Bus 15 is not from Park Island to Victoria Peak, it is from Central Star Ferry to Victoria Peak. You can find the bus schedule on the official website of HK Citybus.
