How long does it take in a car from the base of Huangshan to Xidi/ Hongcun? I'm hoping to have enough time to see those cities before my return flight to Hefei at 15:00

It will take you about 40-50 minutes by car and the distance between these two places is 10 kms. According to my experience, time is a little limited to visit these two places before the departure flight of 15:00.
