From Ngong ping to Tung Chung, take bus 23 or Ngong Ping 360 cable. The Citygate outlets is just connected with the mtr station. Then take take MTR from Tung Chung to Hong Kong/Central and shift to Island Line to Causeway Bay. I guess you may spend 50 minutes on the way to Causeway Bay. The take MTR backword to Central. Then walk 15 minutes to Peak tram Terminus in Garden Road. Back to Central and take MTR to Yau Ma Tei for temple street and jade market.

It take 40 minutes on the MTR from Tung Chung to Hong Kong/Central and nearly ten minuts from Central to Causeway Bay, 15 minutes from causeway Bay to Yau Ma Tei. So, not too much time on the train. I think it is doable. Then you only have less than one hour in Causeway Bay. Make a flexible plan according to your time.
