The New Year's holiday is from Jan 22, 2012 and a week since then. The Chinese New Year ruch is usually 15 days before Jan 22 and 25 days after Jan 28. The ice festival will be closed in the end of Feb. So, I don't think you will avoid the rush. Just suggest you book flight and hotel in advance and better not choose train tours when you are in China.
