As a family who expects to receive Travel Authorization from the CCAA to complete an adoption from China, we would like to bring a trusted family member with us on the trip to China. We were told to apply four our visas through the Chicago consulate, since we live there, but can we also apply in Chicago on our family member's behalf (she lives in Florida)? We would have her passport and documentation with us to complete her visa application.
