About:China Customs Declaration

My friend, a Chinese citizen is travelling back to China and taking his laptop. He wants to give to a friend in China. Does he need to declare the laptop when entering China and show it when leaving? Thanks you very much.

One passenger can take one laptop for free when entering China if the laptop is unpackaged and used, but he has to take it out when exiting China. However, your friend is Chinese, I think the thing may be different and he can take the laptop into China and leave it in China.
