Hello,I called a travellers agency in Busan today, and they told me that the rules have changed since 2 days. Now everyone seems to need a ARC with a validity of at least 6 months.Can someone confirm this?

I mailed my passport to a travel agency last week and they returned it to me just now, saying the rules have changed since March 29 and they were unable to process the visa without an ARC. My flight to china is in less than a week and I'm completely frustrated... Anyone know any alternatives?
