The emperor, Qin Shu Huang had the supreme power, ranking at the top of the system. Then there are Chengxiang (highest procurator), Taiwei (in charge of the military), Yushidafu (in charge of all government officials). Under Chengxiang, there are nine officeholder in charge of different departments. Qin empasised on regality and weaken the authority of nobility.
