You don't need a visa because you stay in China for less than 15 days counted from April 17 to April 30.

So the visa is required if stay is more than 15 days and i supposed if i re-arrange my travel from 16 till 30 April which essentially will be exact 15 days, i should be exempted from visa application, correct ?

Yes, a China visa is required for more than 15 days stay duration in China. You can travel to China from 16th April to 30th April without a visa
