About:Chinese Embassy in Philippines

My parents were applying for Type L visa for their intended stay in Hong Kong for 3 months with the invitation of my brother who are HK permanent residents. They went to the embassy this day and their applications were not accepted. They have with them the needed documents such as the support letter stating for an application of 90 days single entry visa. According the the person at the embassy, as my parents were ask about their age, that they would only be eligible to apply when they are already 60 years of age. They are not applying for resident visa, only a 90 days single entry. What seems to be the problem here? Thank you so much!

Did your parents show the copy of your brother's Hong Kong ID card or other document to prove his Hk permanent resident besides the suppurt letter?

Yes sir the Resident ID's of my brother and his wife were attached in the support letter including their contact numbers in Hong Kong.
