About:China Transit Visa

We have an Austrian passport holder who is travelling to Shanghai from Toronto and connecting to Singapore. He will have a 4 hour connection in Shanghai. Can he TWOV? He only has a single entry which he will need when he travels to Beijing later.
Thanks

It's true that he doesn't need a China transit visa for the transit in Shanghai, if the immigration officer will stamp a entry record on the visa, he has to remind the officer that he doesn't need a visa for the transit, then the single entry visa can be used for his visit to Beijing.
