Yes, you can stay in China for 9 months with 6 months multiple entry L visa, you must stay in China for the last 3 months (90 days) without exit China.

Please bear in mind that you have to enter China before 21st March, 2011 for getting the 90 days stay duration.

NO, you have to leave every 90 days even for the last entry. Otherwise, you will overstay in China, and the bad record will do harm to your future applications to China. If you enter China before Mar 21, you can still stay full 90 days in China.
