Do russian people have to make a viza to  visit Beijing and Hongkong before the arrival or is it possible to get it at the customs the airport when arrived?

You need visa to enter Beijing, bot necessary to get one to Hong Kong. You can only get the transit visa in the airport of Beijing. Better to apply for the visa in advance.
