About:Chinese Embassy in Belgium

Good Morning,
I am resident in China and my family wants to visit me for 1 week. They came to your Embassy twice but have been denied because they didn't provide "Insurance Letter".
They have all the others documents. Can you please explain what is this Insurance Letter and provide a form or example and where to get it?

I think, this should be a travel insurance.
