There is not imperial city surrounded by high walls in the Han Dynasty, so common people can see the emperor on their carriage from one palace to another. They were not happy to see the emprors, but hate to give way to the empror. So, Han Hui Di built a overpass between Weiyang Palace and Changle Palace.3
