My mother is currently in Beijing China on a holiday, and had a stroke. She is currently in the hospital. Can I, or any member of the immediate family, request for visa exception so we can go to Beijing asap?

You have to ask the hospital to send you an invitation letter, then you use it to apply for China tourist visa (L visa) on a rush service. You are not exempted from a visa to go to Beijing. You can also ask the hospital to go to Beijing Foreign Affairs Office to get a visa notification which allows you to obtain a visa on arrival at Beijing airport, then you can go to Beijing ASAP to get a visa on arrival
