About:Chinese Consulate in San Francisco

My wife, a US Government employee, is traveling to China as a chaperone for a high school trip sponsored by EFT Tours. Her passport was presented for a VISA last week but was rejected as we were told she needed a letter from her employing agency stating she was there as a tourist and chaperone, and not conducting official government business. Do you have a form letter for this purpose, and whom should the letter be addressed to? Thank you.

Hi, sir, there is no such form, it should be writen by her employing agency with signature and agency stamp on it stating her name, position, purpose of visit China (as you were told that she is travel in China as a tourist ans chaperone, not conducting official government business), stay period.
