About:Chinese Consulate in Chicago

Hi,
I live in Ohio and Ohio is designated to NY consulate. The trip is to far for me and I cannot afford the air-flight to NY. I was wondering if I can go to Chicago which is closer to Ohio than NY.

You can't go to Chicago to apply for China visa, Ohio is under consular districts of China Consulate in New York, you should go to New York, your application will be denied by Consulate in Chicago.

I still have the photocopy of the information page and signature page of my Chinese passport.Can I be granted a Chinese visa if I do not have a original Chinese passport? Thank you.
