About:Chinese Embassy in Japan

I'm an Australian citizen residing in Fukuoka, Japan on a 3 year work visa. I am planning to stop-over in Shanghai on a return flight to Australia in May as a tourist. Can I apply in person at the Chinese Consulate of Fukuoka?
My Japanese visa will expire on the 27th of July.
