My nephew is holding Hong Kong SAR passport and studying in Hamilton Canada. I wonder whether he can renew his passport by mail. If not, where he can renew his passport other than in Toronto.

Hamilton, Ontario is under the consular distrcts of China consulate in Toronto, your nephew should renew his passport in Toronto. The application by mail is not accepted by the consulate, if he can't come to the consulate in person, he can entrust someone else to submit the application for him
