About:Chinese Embassy in South Korea

I need to go to Shanghai on the 15th of April to the 17th. It is an emergency. My ARC Card expires in September 2011. How can I obtain a visa?

You can send your application to one of the travel agencies authorized by China consulate in Busan, then you can easily get a China visa to go to Shanghai.

China embassy in Seoul asks for the ARC with at least 6 months remaining validity, otherwise, your application is denied, therefore, it is not wise to apply for China visa in Seoul.
