I am all by myself in china with tourist visa ..i want to stay in china and find a good university to study ...it happened to be chinese new year time and i couldnot yet find the university meanwhile i have extended visa twice and its the final   can i still apply for temporary residence permit and stay for still 3 months more???

tourist visa just can extend two times,after the twice,you need leave china or convert your L visa to other type of visa stay in china.
