About:Chinese Embassy in Japan

My parents are traveling from Hong Kong to the USA. When they return from Chicago they fly via Tokyo to Hong Kong. As they have Chinese passports do they require a transit visa for Japan? Can it be obtained upon arrival at Tokyo?
