About:Apply for China Visa in a Third Country

Im a Philippines passport holder and will be on business trip to several countries. Can I apply for a Chinese Visa, while on Business Trip in US or Thailand ?

If you want to apply visa in US, you need provide the original and a photocopy of certificates for permit for residence, work, study or valid US visa, so does in Thailand.
