Hi. I'm in Taiwan. Can I get a China Mainland visa in Taiwan, or in Hong Kong. If so, what are the costs (quickest speed).

You can not apply for a visa to China in, Taiwan, HK or Macao. According to China visa regulation, you are required to process your visa in your home country. If you can not back to SA, maybe you can try to send back your application back and let your family handle for it on your bahalf.
