About:China Visa Exemption

On this site, it says: Transit Visa in Shanghai Airports -

2. Citizens of these countries can make an air transit in Shanghai Pudong and Hongqiao Airports without a transit visa if ...

IS THIS TRUE? My boss will be in Shanghai less than 48 hours and he is a Belgium citizen and holds a green card in the US. He would like to leave the airport in between his flights. He arrives on a Monday and leaves for Singapore on Tues afternoon. If the rule above is true, he should be able to leave and be back w/i the 48 rule, correct w/o a visa...

Yes, it is true. No visa is required for your boss.
