If you want to enter Tibet, you need to join a Tibet group tour and get a Tibet permit. If you enter Tibet from Xinjiang, better to take flight. No regular bus and the it is not safe to travel by road from Kashgar to Tibet.13

Yes you can enter from kashgar to tibbet. It will be long journy like, 16days but include all the places in tibet, like kailash, lakes, and major cities, as well.

You can enter from kashgar to tibet but it will be at least 15 days or longger as well as you do visit all the main atractions of tibet on the road.12
