About:Chinese Consulate in Calgary

Hello, I have asked you last time about how I can procure for a police certificate in Harbin as it is a requirement for my application for Permanent residence here in canada. I have followed your instructions but my contact in HArbin says the Police bureau refuses to give such documents. What should I do? I am getting desperate as how this can be so difficult for them to provide. Please advice. Thank you.

Hello again,
I have contacted several people now in Harbin about this matter but they were all told by the police that they do not want to deal with this. They were all saying it's difficult. I was also told that they would only agree to comply if i can get through a high official to order them. Can't the consulate office help me out in this?or can u suggest an agency that can deal with my problem? Thank you
