About:Chinese Embassy in Mexico

i have a friend who lives in monterrey and she wants to travel to china. where does she need to start? how long does the process take? Are the requirements very strict? I know you have probably already answered all these questions before, but thanks for the help.

Monterrey, Nuevo León is under the consular districts of China embassy in Mexico City, she should go to Mexico city to submit visa application in person, mailed application is not accepted, it takes one week for visa processing, submit application on Monday, pick up visa on Friday, the requirements for a tourist visa to China are:
1. her passport
2. one truly filled visa application form of PRChina affixed with one recent passport photo
3. round-trip flight tickets.
