First, you should know that whether China embassy in Afghanistan accepts indiviudal tourist visa or not.
Second, prepare the required documents for tourist visa application, such as your passport, one passport photo, fill one visa application, purchase flight tickets and book hotels
Third, submit the application to the embassy during its office hours, if your application is accepted, a Pick-Up Receipt will be given to you0
