Is there anyway to get a visa on arrival for business purposes at the Beijing airport then transit to Dalian the same day. My boss may have to go last minute to China but Visas take 3days to process and we may not have the time? Any advice?

If your boss hold letters or telegrams from designated competent authorities approving the application for visas at Beijing port, your boss can get a visa on arrival for business purpose. It is necessary for the inviting unit to get the permission from the exit-entry administration department of Dalian public security Bureau.
