how do I make an appointment for a visa Application at your Cape Town office

You don't need any appointment. You are welcome at the public opening hours of the Consulate General. The Consulate General of the People's Republic of China in Cape Town opens every Monday to Friday, from 8:30 to 12:00, except public holidays.
