Yes, the first emperer of the Han Dynasty, Liu Bang. Kai Tsu is the transliteration of gao zu in Chinese pin yin. Kao tsu is not a real name of a person. It is a title for an empeor when he die and enshrined at the Imperial Ancestral Temple. It is named tos how respect. So, there are emperors in other dynasties called kao tsu. Usually, the first empror of a dynasty can has tsu in its title, meaning ancestor, originor, founder.
