I heard that it may be difficult for a any China travel agency to get a Tibet Travel Permit for May for tours they they may offer to Tibet for foreign tourists. Is this true and, if so, should I change my plans and take my group elsewhere in the world in May? I heard no permits are being issued for March to foreign tourists. I appreciate any insights you can share so I can plan accordingly.
