Hello Sir or Madam,

I applied for the scholarship on line to three university of china through China government scholarship.1. Dalian medical university, 2. China medical school and other. But i can't attach the documents which i need to send. According to the information Applicants shall apply for the scholarship through dispatching authorities, institutions or the Chinese diplomatic missions.could you please tell what is dispatching authority? I study at the university in Russia now. should i ask them to recommend me for the scholarship program? Or should i find Chinese diplomatic missions? What kind of missions are they??
