About:Chinese Embassy in Netherlands

I need to apply for a business visa for travel to China (F Visa, 6 months validity). I currently live in the Netherlands, but do not have a permanent residence permit. My company invitation letter states that I am to apply for the visa in the Netherlands. Can I apply at the Chinese Embassy in The Hague even if I am not a permanent resident in the Netherlands?
