I am afraid that you need to join a tour to get the Tibet Entry Permit. Well, if your friend can get the Tibet Entry Permit, it is OK for you two as a group tour to Tibet. However, it may be difficult to get the permit by himself. Anyway, you may have a try.

You're going to need papers and permits besides your China VISA as a tourist in Tibet. Be sure you are getting the right one. It could be up to 4 permits depending on places in Tibet that you're going to visit. The best way is to join a tour and they will be able to arrange everything you need.
