I'm a Z-visa holder and I want to bring my Mom with me to China this February. She had gone to and from China with me many times and this time I want her to travel with me to Hong Kong before we enter China.

Could my Mom apply for a tourist (L) visa at the Chinese Embassy in Hong Kong? I think it's cheaper and convenient to apply in HK than in Manila. If so, how long will it take and how much?
