i would like to inquire if cebu china embassy caters shanghai visa for mindanao residents. thank you

Yes, if you will visit Shanghai, you may just apply for a China visa from the China Embassy in Cebu. However, you may have to present your valid visa or residence permit in Cebu, and you have to pay more than applying the visa in your home country.
