hi can anyone tell me if you can rent a cell phoe and how much will it cost per day

Seldom people will do this job.You can buy an old style cellphone from the phone store and then buy a cellphone card .It will cost you about RMB250.00 .

Oh, I never see such a service in shanghai before. Well, your cell phone can be used when travelling in Shanghai. No need to rent a local one, I think.
