Philippino passport holders are exempted from visa to Hong Kong for 14 days. But you are required to apply for a Hong Kong visit visa in advance through Chinese embassy in UAE, or through Immigration Department of Hong Kong SAR directly. It usually takes 4 weeks to process the visa.
