sir hope u will be fine and good sir can i apply directly for chinese government scholarship from chinese university through me freind. plz inform me as soon as possible

It seems no. You should apply Chinese Government Shcolarship through China Scholarship Concil (online application) and then give document through Chinese Embassy in your country.
