Hello, I am a Canadian living in South Korea with a valid ARC for over the next 6 months. I thought I read before that the embassy in Korea does not accept individual applications for tourist visas and it needs to be done through a agent? Is this true? If so, is there any recommendations on agency's? Thanks.

Yes, it is true, you need to submit your visa applicaiton through a travel agency appointed by Chinese embassy or consulate. Since you have not tell me where you reside in South Korea, you can check their official website for agancy list.
