I planned to visit Changsa on March 2011. Are there any muslim restaurant or halal food around Changsa.

Yeah, u can easily find hilal food there. There are a few near the railway station. Others are by chinese muslims. You will either see Hilal written in chinese or arabic or u will see pictures of mosques on the sign boards of the restaurants that have hilal food.
