What is the maximum service fee travel agencies in Seoul may charge to process the visa applications?

Also, who do I talk to if I have a complaint if they overcharge me?

The service fees (visa fees charged by the Consular Section are not included) for each visa charged by the designated travel agencies must not exceed 20,000 won per visa. If you find out any designated travel agency infringes the above rules on service fees, you can send e-mail to Chinese embassy (mfa.gov.cn|consulate_korea) or fax them (02-755-0469) to lodge a complaint.
