For one year multiple-entry tourist visa application, you need to provide the below documents:
1. your passport
2. one passport photo
3. one filled visa application form
4. your Japan Alien Registration Card and its copy valid for at least 1 year
5. previous China visa on your visa, you should go to China twice at least in the last year

You can get your visa and passport on time before Chinese new year if you submit visa application on Jan 25. The embassy is closed on Feb 2 -4, it resumes to work on Feb 7.
