About:Chinese Embassy in Belgium

I have a client who is a French national living in Brussels who needs to apply for a work visa in China. Can he apply for this at the Chinese embassy in Brussels? I do not think he has a formal residency permit for Belgium as he does not need one - if something like this is needed is there anything else he can bring to make the application in Brussels to prove residency?

He can bring the latest new entry record on his passport to prove his legal residency, please bear in mind that the official invitation letter for China work visa should state that your client can go to China Embassy in Brussels to apply for visa on its title, otherwise, it is impossible for him to get a visa from Belgium.
