Is it possible to get 90 day multiple entry tourist visas for US citizens in Chiang Mai?

If you have previous entries to China and can provide the old China visa and enter record on your passport, it is possible for you to get a 1 year multiple-entry tourist visa with 90 days stay duration per entry. You can try to do it, but the final decision is up to the visa official, good luck!
