Hi, I will be visiting Taiwan 14th Feb till 18th Feb.. Will it be very cold? What should I wear? How much would I need to spend on food and transport in 5 days?

With a temperature of about 12~18C during that time in Taiwan, it is cool and mild, pleasant for travelling. You can wear light sweater with a jacket. Or just long-sleeved T-shirt with a jacket. It is hard to give you  a budget. It depends on your travel itinerary.
